It starts out something like this, Carlos Dos Santos is told by his assistant that Stanley Fishman one of Dos Santos Inc's more conservative business/fiscal centric Board of Directors has passed on leaving only progressive and fascist leaning individuals left in the Board who all want to get rid of Dos Santos for various reasons. Dos Santos gives a speech about how for the time being the Board of Directors must put aside their differences and hatred towards him to run Delta City smoothly (after all the experiment has just started). Dos Santos' though makes it very clear that Delta City is ruled by an Objectivist philosophy and if down the line he is overthrown so be it (said in a joking manner that gets laughs from the Board) Dos Santos is very aware that both sides don't like him and tends to play on this a lot.
It is recommend by his advisers that he choose a Liberal woman as the next member of the Board of Directors to appease various groups. Dos Santos' scoffs at the idea but nonetheless states that he will choose whoever is most qualified. Stanley Fishman's position was head of the budget, and so the most prestigious job posting in Delta City's short history is made (and open to anyone which causes a lot of buzz throughout)
Dos Santos speaks about how fiscal and social conservatism is dead in Delta City and that whoever is made the next Board of Directors member is sure to drastically change how the city is run for better or worse.
Decisions made by the Board of Directors thus far
-Creation of The Agents, however this was met with a lot of controversy over what role they will serve in Delta City. The fascists were annoyed over the naming wishing that they be called The Ultramensch.
-Founding of the Agricultural and Garden Center, progressives believed that an extensive urban farming project could in theory feed all of Delta City from the rich to the poor. However conflicts occurred in the following areas:
Who would this benefit in the long run? Who could actually afford the food? Is it really necessary to have a large botanical garden as a city showpiece? (Which serves no real utilitarian purpose though it is argued that both the garden and farming operations were done with appearance in mind) What is the environmental impact?
-Abolishing all high religious institutions and places of worship, the progressives were completely thrown aside in this decision believing that government affairs should be secular but to give people the freedom to believe whatever they want. Many believe this decision was made simply because Dos Santos dislikes organized religion but people can do whatever they want on their own private property.
Ultimately places were either sold, became public spaces for other purposes, or businesses.
-The founding of The Discovery District which was universally accepted though what is to be done in Research and Development remains a source of contention
